Danish- Bolivian Culture Exchange Fund (BCEF) provides support to partnerships and exchange activities between Denmark and Bolivia
The Danish-Bolivian Culture Exchange Fund (BCEF) provides direct support to cultural exchange activities between Denmark and Bolivia for artists, organisations and cultural specialists with an element of exhibition, artistic co-production, capacity development and/or joint performances
The aim of the cultural exchange is to expose the two cultures to each other and to contribute towards joint inspiration and understanding between the artists and the people of the two countries.
When relevant, performances originally taking place in one country may be repeated in the other country.
1. Objectives
The overall objective is to:
Strengthen intercultural relations and promotion of democratic values among the peoples of Bolivia as well as the collaboration with Denmark though innovative arts expressions
Support may be given to projects that have the objective of:
· Presenting Danish culture in Bolivia for the purpose of enhancing and inspiring Bolivia arts and culture through development of partnerships between Danish and Bolivian artists, and to stimulate mutual inspiration and exchange of experiences between artists from both countries.
· Presenting Bolivian culture to the Danish public for inspiration, enrichment and understanding and enhancing dialogue and tolerance through performance by Bolivian artists in Denmark alone or with Danish participation.
The following areas are prioritised:
1. Empowerment of children and youth
2. Promotion of indigenous- and cultural rights
3. Strengthening pluralism and civil society development
2. Types of projects eligible for support from BCEF
The Fund can support the following category of projects:
1. Culture exchange projects implemented by Danish and Bolivian agencies and taking place in either Denmark or Bolivia. The maximum project budget is DKK 100.000
3. Who may apply?
All exchange projects must be based on partnerships between a minimum of one Danish and one Bolivian partner. The Danish partner will be responsible for management, administration, implementation and reporting from the project.
The Bolivian Culture Fund may conclude agreements with the following partners:
· Individuals who have a Danish CPR number
· Groups, organisations and institutions that are registered in Denmark with an SE number.
4. Types of activities eligible for support
Cultural exchange and training visits for artists and cultural specialists with an element of exhibition, artistic co-production, capacity development and/or joint performances
The Fund may support projects within all arts sectors except craft and design.
Innovative culture activities as well as activities that are linked with the themes of the Danish sector programmes in Bolivia will be given priority.
Study visits are not supported.
5. Deadline and processing time
There are 3 annual deadlines for submission of applications:
15 January, 15 May, and 15 September
Support is not provided for expenses that incur before a decision on project support is taken.
6. Preparation of application and forwarding:
All applications have to be filled be filled in an electronic format using the official application form. Application form can be downloaded from the website of DCCD http://www.dccd.dk. In order to come into consideration, the application must be completed by answering all the questions on the BCEF application form.
The application must be written in English. The Danish partners are encouraged to make a small summary in Spanish.
Applications from Danish organisations and artists have to be filled in on-line using the electronic application form available at the DCCD website. Two signed hard copies have to be send to:

Please note that the information provided in the application will be handled with confidentiality. However, for successful applications the BCEF will publicize the project title and the approved amount.
7. Aspects to be emphasised in the assessment of applications
In assessing the suitability of applications for project support, BCEF emphasises the following aspects:
Quality
BCEF wishes to promote high quality in cultural projects and cultural collaboration. The quality criteria are determined on the basis of specific projects’ contents and the goals set up by the individual applicant. Therefore, one or more of the following qualities will be considered in our assessment:
· Artistic/aesthetic quality
· Educational/communicative quality
· Exchange aspect/quality
· Intercultural quality
Dissemination
BCEF intends to promote that art and culture comes into contact with as broad a target group in the population as possible – in Denmark as well as in Bolivia. Therefore, we emphasise facilitating a broad-based distribution of activities in terms of genre as well as players – both in Denmark and Bolivia.
Innovation
BCEF strives to promote renewed projects and will mainly prioritise projects that are:
· Creatively innovative.
· Communicate cultural heritage and traditions adapted to requirements and demands of modern times.
· From geographical areas or genres that are marginalised or have not been previously presented in Bolivia and/or Denmark.
Pluralism
BCEF mainly priorities projects that:
· Contribute to a varied and dynamic cultural life
· Promote understanding and development of cultural identity and diversity
· Contribute to openness and democracy
8. Partnership
In general, exchange projects must be based on a partnership between partners in Denmark and Bolivia in the shape of specified individuals, groups, associations, institutions or other players.
9. Synergy, coherence/own contribution
BCEF wishes to promote collaboration and network between Danes and Bolivians, but also amongst Bolivians. This may deal with capacity building, knowledge sharing as well as information activities.
10. Co-financing/own contribution
BCEF grants support preferably to large projects which also receive assistance from another source and/or is based on a considerable own contribution. Own contribution can be non financial such as time spend, use of equipment, performance facilities etc.
11. Budget
The project budget must be transparent and hence a detailed budget balancing the income and expenses shall be enclosed. The budget must clearly state:
· Expenses applied from BCEF
· Expenses applied for elsewhere. Please state the contributors and make stock of pending and settled applications
· How the remaining expenses are to be covered
12. Presentation of accounts
The presentation of accounts is to be forwarded on a special form and must be in conformity with the guidelines for presentation of accounts that are received along with the grant.
13. BCEF does not support:
· Scholarships for work and research
· Study trips that are an integrated part of a course or a study
· Craft and design exchanges
· Already incurred expenses
· Normal activities and operation of organisations and institutions.
· Projects for which the expenses ought to be covered through commercial service rendered by public institutions.
· Projects that are repeated without significant innovation or development in the project.
· Projects where the aim is regular development aid without cultural perspective.
· Projects where the aim is general information and increasing awareness.
· Projects where the main aim is promotion and export of Danish arts and culture.
Further limitations may occur in the support provided for various genres and types of activities based on assessment of resources and needs
14. General terms and conditions for grants
Before disbursement of a grant, the applicant must agree, by signing the following general preconditions:
· The project must be implemented as described in the application. Any changes in the budget and/or contents must be approved by DCCD secretariat
· Payment of the approved amount for the applicants will only be made on the basis of a written request stating the name of the bank, branch and account number. Payment is normally made three months before implementation of the project. Payment cannot be made until BCEF has received a copy of letter of grant as confirmation that terms and conditions of grant have been accepted.
· In the press material or information material of the project, it must be mentioned that BCEF has contributed towards the implementation of the project.
· Please send copies of all published presentation material including programmes, flyers, press releases, photographs etc. to DCCD secretariat, stating project number as soon as it is ready. The material will be used in relation to information and documentation.
· Accounts for the grant along with original documents or audited accounts must be submitted latest 3 months after the completion of the project.
· Along with the accounts, a complete evaluation report must be forwarded to DCCD using the evaluation form that is delivered together with the letter of grant. The completion of evaluation form is a precondition for approval of the accounts.
· In case the applicant has not requested for payment of the grant before the expiry of project period, the grant will be cancelled without further notice.
